How to give yourself weapons in CS:S
With sv_cheats 1 on the server, type give weapon_awp in your game console and an AWP spawns for you.
give
Spawns an item or weapon for you by its entity name.
give <item_name> Examples
give weapon_awp Get an AWP.
give weapon_hegrenade Get an HE grenade.
Arguments
item_nameRequired- For example weapon_awp or item_assaultsuit.

Use the entity name of the weapon or item. Handy for testing weapons and grenade lineups on a practice server.

Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/cfg/server.cfg. New to this? Start a CS:S server first.
