How to stop bots shooting in CS:S
With sv_cheats 1 on, type bot_dont_shoot 1 in the server console and bots still move and react but never fire.

What it does
Bots still move and react but never shoot. Good for movement and peek practice.
The game's own description: If nonzero, bots will not fire weapons (for debugging).

Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to cstrike/cfg/server.cfg. New to this? Start a CS:S server first.
