How to turn off custom sprays in CS 1.6
Type sv_allowupload 0 in the server console and player sprays are no longer uploaded, so others do not see new custom sprays.

0|1Required- 0 blocks uploads, 1 allows them.
What it does
When on, each player's spray is uploaded to the server so it can be passed on to the other players. Set it to 0 to stop sprays from being collected, which also keeps the server's custom.hpk file from growing. Players can still spray, but others will not see custom images they do not already have.

sv_uploadmax.
