How to mute all voice chat in TF2
Type voice_enable 0 in your game console to mute all voice chat on every server. 1 turns it back on.

Type it in your own game console: turn on the developer console in the game's settings, then press the key under Esc. To keep it, put the line in tf/cfg/autoexec.cfg.
