How to send team chat with a bind in TF2

Type say_team Uber ready in your game console, or bind it to a key, to send that message only to your own team.

Run it on your server

On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
