0 off, 1 force switch, 2 ask volunteers.

What it does

When teams differ by more than mp_teams_unbalance_limit, the server balances them. With 1 it moves a player to the smaller team, with 2 it first asks for a volunteer who earns a small reward. Competitive configs set it to 0 because teams are fixed.

The game's own description: Automatically balance the teams based on mp_teams_unbalance_limit. 0 = off, 1 = forcibly switch, 2 = ask volunteers

Run it on your server

On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
