How to lower texture quality in TF2
Type mat_picmip 2 in your game console for smaller, blurrier textures and better performance. 0 is normal quality.

Arguments
valueRequired- -10 to 4. Higher is lower quality.
What it does
0 is normal quality. Low-end configs raise it, and values beyond the menu options need the game to allow them.
Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
