How to kick a player by user ID in TF2

Run status to find the user ID, then type kickid 12 "Please stop mic spamming" in the server console to kick them with that message.

kickid

Kicks a player by user ID or Steam ID, with an optional message.

kickid <userid|steamid> [message]

Examples

kickid 12 "Please stop mic spamming"

Kick user ID 12 with a reason.

Arguments

userid|steamidRequired
User ID from status, or Steam ID.
messageOptional
Reason shown to the player.

What it does

Get the user ID from status. More reliable than kick for names with odd characters.

The game's own description: Kick a player by userid or uniqueid, with a message.

Run it on your server

On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
