How to see what a command does in TF2
Type help mp_timelimit in your game console to print what that setting does, its current value, its default and its flags.
help

Run it on your server
On a SLASHPLAY server, type it in the Console tab of the server page; the reply shows right under it. A value set there lasts until the server restarts. To keep it, add the line to tf/cfg/server.cfg. New to this? Start a TF2 server first.
