How to show FPS in TF2
Type cl_showfps 1 in your game console to show your frame rate at the top of the screen. 2 shows a smoothed value and 0 hides it.

What it does
1 shows the current frame rate, 2 shows a smoothed value.

Use it in your game
Type it in your own game console: turn on the developer console in the game's settings, then press the key under Esc. To keep it, put the line in tf/cfg/autoexec.cfg.
