How to change bear spawns in Rust
Type bear.population 4 in the server console to spawn 4 bears per square kilometer. bear.population 0 stops bears spawning.
bear.population
Sets how many bears spawn per square kilometer of map.
bear.population <per_km2> Examples
bear.population 0 No bears.
bear.population 4 Twice as many bears.

per_km2Required- Animals per square kilometer.
What it does
Higher values mean more bears roaming the map. The default in this build is 2. New counts fill in over the next population ticks; set it to 0 to stop bears from spawning.
