How to change voice chat volume in CS:S

Type voice_scale 0.5 in your game console to play other players' voices at half volume. The range is 0 to 1.

voice_scale

Sets how loud other players' voices are, from 0 to 1.

Half voice volume.

scaleRequired: Volume from 0 to 1.

Lower it if teammates drown out game sounds.

Type it in your own game console: turn on the developer console in the game's settings, then press the key under Esc. To keep it, put the line in cstrike/cfg/autoexec.cfg.
