How to disable stone upgrades in Rust
Type decay.upgrade_stone_enabled False in the server console so players can no longer upgrade building blocks to stone.

What it does
Turning it off blocks the stone tier for all players, for example on primitive or low-tech servers. Existing stone blocks are not affected.
